The Mohammed VI Foundation of African Oulema was established under the Dahir on June 22, 2015. Under the Presidency of his Majesty the King, the Commander of the Faithful, may God assist him, the Foundation has its registered office in Fez and may create sections in other African countries.

Here are some of the objectives of the “Mohammed VI Foundation of African Oulema ” under the terms of the above Dahir:

  • the preservation of the constants, regarding the doctrine, rite and spiritual sensitivity, common to Morocco and countries in Africa;
  • the dissemination of the authentic requirements of Shari’a;
  • the spread of moderate Islamic thought.

Since its inauguration, the Mohammed VI Foundation of African Oulema endeavoring to implement its working mechanisms, such as:

  • Appointment of its Vice President in the person of Mr. Ahmed Toufiq, Minister of Religious Endowments and Islamic Affairs;
  • Appointment of its Secretary General in the person of Mr. Mohammed Rifqi;
  • Appointment of its Financial Director in the person of Mr. Nacer Bousbaa;
  • Establishment of a Committee of five members as provided for by the Dahir in order to ensure the composition of the Higher Council of the Mohammed VI Foundation of African Oulema;
  • Choice by this commission to the members of the Higher Council of the Mohammed VI Foundation of African Oulema .

 The inauguration ceremony of the Higher Council of the Mohammed VI Foundation of African Oulema was chaired by his Majesty the King Mohammed VI, Commander of the Faithful, may God assist him, on Tuesday at the Al Quaraouiyine Mosque in Fez.

The Higher Council of the Mohammed VI Foundation of African Oulema consists of 103 African Oulema , present at the ceremony, who belong to 30 countries, including 13 women, while the Moroccan Oulema are 20 including three women.

The ceremony was marked by the speech of his Majesty King Mohammed VI, Commander of the Faithful, may God assist him, delivered on this occasion.

The Vice President of the Mohammed VI Foundation of African Oulema, Mr. Ahmed Toufiq then delivered a speech in which he referred to the circumstances leading up to the creation of this institution and its future prospects. The Foundation is intended, he said, to devote the common religious and cultural constants, and to be a space of partnership at the service of these constants, as explained by the Oulema themselves. Therefore, the Muslim scholars (Oulema ) act in cooperation with other partners, especially the Sufi tariqas. This is how the Mohammed VI Foundation of African Oulema is subjected to local laws and may not be:

  • An institution of substitution to any given official body of a country;
  • Part of a rivalry issue whatsoever;
  • A player engaging in a political activity.

In an allocution on behalf of the members of the Higher Council of Mohammed VI Foundation of African Oulema, Aboubakar Doukouri, Alem of Burkina Faso, shared the expectations of the African Oulema on this Foundation, called, in their eyes, to promote the Islamic thought of the middle path to protect the African religious field from extremist ideologies. He expressed hope that the Foundation adds to its objectives the opportunity to undertake mediation actions in some conflicts and its positioning as an actor in the dialogue of religions and cultures.

At the end of the ceremony, His Majesty the King, the Commander of the Faithful, may God assist him, was greeted by an Alem (scholar) of each country.
